Font of Choice, I used Steampunk MVE

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*

Open a new image 800 x 800, paste paper 14, apply your mask, delete, merge group.

Resize your tube to 45%, paste on the left.

Resize element 61 to 50%, paste on the right below the tube layer, duplicate your
tube, mirror, move to the larger frame, duplicate twice more, mirror, place in
each ofthe smaller frames.

Click inside each frame with your magic wand, expand by 5, invert, click on
each tube, delete, then paste paper 15, delete, select none, move the paper and
tubes below the frames.
Erase any overlapping tubes on the others, then merge these tubes
together, change the blend mode to Luminance (L), then
apply the filter, Xero-Radiance.

Resize element 8 to 50%, paste on the lower left below the paper layer
of the frame.

Resize element 6 to 50%, paste at the upper right, below the paper layers also.
Resize element 16 to 55%, paste on the upper left below all the other elements,
duplicate, mirror, move up more on the right.

Resize element 23 to 40%, paste at the upper left.
Resize element 24 to 40%, paste on the lower right above the tube layer.
Resize element 17 to 45%, paste below the tube layer and adjust on the
larger tube in the frame.
Resize element 35 to 45%, paste on the mask layer at the bottom right so just
the feathers show, duplicate, move to the top behind the hat of the tube,
duplicate again, free rotate to the right at 90 degrees, adjust on the
right and left with the feathers showing.
Resize element 97 to 75%, paste above the tube to cover the straight edge at
the bottom, erase most of the frame except for on the left, leave some
below the arm part.
Resize element 38 to 20%, paste on the flower on the lower right.

Add any other elements you would like to add.

Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.

That's it
Hope you enjoyed doing my tut.
