This tut was written April 22nd, 2017 for those with a basic knowledge of psp.
I am using the awesome artwork of VeryMany.

Supplies Needed
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800x800
Paste paper 5, apply your mask, delete, merge group.
Paste frame 2, click inside with your magic wand, expand by 5, paste
paper 2, move to how you like, invert, delete, select none.
Resize your tube to 50%, paste on the right.
Paste the Parchment on the left below the frame paper layer, free
rotate to the left at 15 degrees.
Paste the pocket watch on the right below the tube layer.
Paste the clock on the left below the Parchment layer.
Resize the hanging tears to 80%, paste below the frame layer,
place how you like, erasing and parts outside the frame.
Paste flower 4 at the top below the paper layer of the frame.
Paste bow 3 on the frame layer at the bottom.
Paste the feather below the bow.
Resize the foliage to 65%, free rotate to the right at 90, paste under
the clock on the right bottom.
Paste the glitter butterfly on the left below the tube, duplicate, resize
to 65%, move above the tube and down on the right.
Resize the heart to 75%, paste on the left below the feather layer.
Go back to the flower at the top, duplicate, resize to 75%, move down to
the left below the heart layer.
Paste the scroll at the bottom just above the frame layer.
Add any other elements you would like to add.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Open a new image 800x800
Paste paper 5, apply your mask, delete, merge group.
Paste frame 2, click inside with your magic wand, expand by 5, paste
paper 2, move to how you like, invert, delete, select none.
Resize your tube to 50%, paste on the right.
Paste the Parchment on the left below the frame paper layer, free
rotate to the left at 15 degrees.

Add any other elements you would like to add.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
