This tut was written Sept 22nd, 2019 for those with a basic knowledge of psp.
I am using the awesome artwork of Verymany
The tube is called Steampunk 19
You need a license to use this tube, do not use without a license.

I used PSPX...but any of them should work.
(Was PTU now FTU)
Font of choice, I used Steamy
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Resize paper 4 to 90%, apply your mask, delete, merge group.
Resize element 131 to 50%, paste at the upper left, duplicate, move to the
lower right, click inside the top frame, expand by 5, paste paper 15 so the
element on the paper shows in the frame, invert, delete, select none.
Click inside the lower right frame, paste paper 10, invert, delete,
mirror your tube, paste, delete, select none. Change the blend mode
to Luminance(L).
Paste element 98 on the lower left on the mask layer.
Resize element 21 to 50%, paste at the top on the mask layer.
Resize element 34 to 50%, paste to the right toward the top below the tube.
Resize element 31 to 75%, mirror, paste on the right on the mask layer.
Resize element 3 to 40%, paste at the bottom above the tube.
Resize element 39 to 10%, paste at the bottom above the hat.
Resize element 2 to 20%, paste at the bottom to the left of the hat.
Resize element 124 to 30%, paste on the left being on the top layer, add a fat
white gradient glow.
Resize element 16 to 20%, paste on the left above the wordart.
Resize element 1 to 25%, paste at the bottom to the left of the bear.
Resize element 20 and 22 to 25%, paste at the upper left.
Resize element 4 to 15%, mirror, paste below the girl at the bottom.
Resize element 19 to 15%, paste below the goggles at the bottom.
Resize element 10 to 35%, paste at the lower left below the goggles and girl.
Resize element 23 to 30%, mirror, paste at the lower right below the hat,
duplicate, mirror, resize to 60%, mirror, move by the table at the lower left.
Resize element 36 to 10%, paste on the hat, duplicate, move over a bit.
Resize element 131 to 50%, paste at the upper left, duplicate, move to the
lower right, click inside the top frame, expand by 5, paste paper 15 so the
element on the paper shows in the frame, invert, delete, select none.
Click inside the lower right frame, paste paper 10, invert, delete,
mirror your tube, paste, delete, select none. Change the blend mode
to Luminance(L).
Paste element 98 on the lower left on the mask layer.
Resize element 21 to 50%, paste at the top on the mask layer.
Resize element 34 to 50%, paste to the right toward the top below the tube.
Resize element 31 to 75%, mirror, paste on the right on the mask layer.
Resize element 3 to 40%, paste at the bottom above the tube.
Resize element 39 to 10%, paste at the bottom above the hat.
Resize element 2 to 20%, paste at the bottom to the left of the hat.
Resize element 124 to 30%, paste on the left being on the top layer, add a fat
white gradient glow.
Resize element 16 to 20%, paste on the left above the wordart.
Resize element 1 to 25%, paste at the bottom to the left of the bear.
Resize element 20 and 22 to 25%, paste at the upper left.
Resize element 4 to 15%, mirror, paste below the girl at the bottom.
Resize element 19 to 15%, paste below the goggles at the bottom.
Resize element 10 to 35%, paste at the lower left below the goggles and girl.
Resize element 23 to 30%, mirror, paste at the lower right below the hat,
duplicate, mirror, resize to 60%, mirror, move by the table at the lower left.
Resize element 36 to 10%, paste on the hat, duplicate, move over a bit.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
