I used PSP2020...but any of them should work.

Drop shadow is V -1 H -4, 50, 10, or use what you prefer.

Let's get started

*Remember to add your drop shadow as you go along*

Open a new image 800 x 800, paste paper 9, apply your mask, delete, 

merge group.

I resized mine to 110%.

Resize element 19 to 25%, flip, apply Mura Meister Copies-Encircle, first 

3 numbers on 16, 60, 60.

Resize element 94 to 55%, paste on the right.

Resize element 78 to 55%, paste on the left.

Resize element 68 to 40%, paste below the tree at the top, duplicate twice, 

move one down on the left, mirror that one to the right and move below

the door.

Resize element 84 to 50%, paste above the tree layer at the bottom, 

duplicate, move to the left and down, duplicate, mirror.

Resize your tube to 22%, paste on the grass.

Resize element 35 to 40%, paste at the bottom below the tube.

Resize element 98 to 25%, paste at the bottom left above the tube, duplicate, mirror.

Resize element 74 to 25%, paste on the left above the tree, duplicate, move to 

the left behind the dragon, duplicate, mirror.

Resize element 62 to 30%, mirror, paste below the tube on the left.

Resize element 95 to 20%, paste at the bottom being on the top layer.

Resize element 48 to 25%, paste at the bottom to the right.

Resize element 32 to 75%, paste to the right above the tube, sharpen once.

Resize element 40 to 85%, paste on the left being on the top layer, duplicate, 

mirror, move below the tube on the right.

Paste element 49 on the left being on the top layer on the tree.

Resize element 56 to 10%, paste on the pond at the bottom.

Paste element 51 being on the top layer where you like.

Resize element 61 to 10%, paste on the lower right below the tube.

Paste element 80 on the mask layer on the right.

Mirror element 4, paste on the mask on the right below the sparkles.

(Suggestion)

(At this time you might want to fill your background with a dark color to be sure

all your sparkles are in the right places and not to far out on your tag.)

Add any other elements that you would like, make it your own.

Always readjust your mask and elements how you like them before you

 merge your tag, resize, sharpen.

Crop your tag to be sure no shadows or lines are on the edges.

 Then add your copyright and name.

Open a new image, 800 x 800, resize paper 11 to 80%, paste, apply your mask,

 delete, merge group.

I resized mine larger to 115%.

Resize element 15 to 85%, paste.

Resize element 20 to 65%, mirror, paste on the left and up.

Resize element 72 to 65%, paste on the right below the tree.

Paste element 12 above the tree layer on the right on the pink frame.

Resize your tube to 75%, paste on the left.

Resize element 16 to 30%, paste on the right on the rocks below the tube.

Resize element 51 to 15%, paste on the bench.

Resize element 17 to 35%, paste on the lower left below the tube, duplicate,

move to the center more, duplicate again, move to the right above the rocks.

Resize element 49 to 35%, paste on the left behind the tube, duplicate, move

to the center more, duplicate once more, mirror, move above the rocks.

Paste element 18 below the tube layer where you like.

Resize element 32 to 15%, paste at the lower left.

Resize element 4 to 10%, paste at the lower left.

Resize element 50 to 20%, paste at the bottom above the tube, duplicate, mirror,

Resize element 29 to 15%, paste at the bottom center.

Resize element 10 to 35%, paste at the bottom.

Resize element 22 to 20%, paste at the lower right below the flowers.

Resize element 69 to 25%, paste at the bottom above the flowers.

Resize element 47 to 15%, paste at the lower right behind the elf.

Resize element 87 to 50%, paste on the right above the pink frame, duplicate, mirror,

move down more on the left.

Resize element 74 to 15%, paste at the bottom above the book.

Resize element 30 to 10%, duplicate twice more, paste where you like.

Resize element 52 to 10%, paste at the bottom left.

Resize element 9 to 95%, paste being on the top layer.

Add any other elements that you would like, make it your own.

element 53, duplicate, move down, duplicate the first one, mirror, duplicate, 

move down.

Resize element 66 to 30%, paste on the left below the girl.

Resize element 48 to 30%, paste at the upper right below the bubble element.

Resize element 79 to 25%, paste behind the girl at the bottom.

Resize element 21 to 50%, paste on the right below the suitcases.

Resize element 7 to 20%, paste at the bottom below the girl.

Resize element 117 to 25%, paste on the lower right above the castle, mirror,

move below the sleeping unicorn.

Resize element 140 to 25%, paste on the right above the element 117 you just pasted,

duplicate, mirror, move above the other element.

Resize element 169 to 25%, paste behind the sleeping unicorn.

Resize element 5 to 20%, paste at the bottom above the girl.

Resize element 47 to 25%, paste at the bottom below the unicorn.

Resize element 80 to 25%, free rotate to the left at 20, paste on the left of the girl

below the accordion element.

Resize element 3 to 20%, paste on top of the sign.

Resize element 171 to 70%, paste on the left below the mask, duplicate, mirror.

Drop shadow is V -1 H -4, 50, 10, or use what you prefer.

Let's get started

*Remember to add your drop shadow as you go along*

Open a new image, 800 x 800, add a new layer, select all, paste paper 8

into selection, select none, apply your mask.

Resize element 19 to 75%, click inside with your magic wand, expand by 5,

paste paper 1, move so the fireworks are showing, invert, delete, select none.

Duplicate the frame, free rotate to the right, close for now.

Resize element 59 to 50%, apply Mura Meister Copies-Encircle first 3 numbers

on 22, 62, 55, move below the paper layer.

Duplicate, free rotate to the right at 90, move above the second frame, 

clip inside the frame, expand by 10, paste paper 1, move so the fireworks are showing,

invert, delete, keep selected.

Resize your tube to 85%, paste below the frame, delete, select none.

Duplicate the tube, go to Adjust, Blur, Gaussian blur, number on 5, change the 

blend mode to Overlay or one you prefer, merge down, then change the

blend mode to Screen.

You might need to use your pick tool to pull the fireworks down in the frame 

at the bottom.

Resize your tube to 40%, mirror, paste on the left above the frames.

Resize element 9 to 75%, paste on the right above the mask layer, duplicate,

mirror. You might have to erase some at the bottom later but for now leave them.

Resize element 26 to 60%, paste at the bottom above the tube.

Resize element 14 to 25%, paste at the lower left.

Resize element 21 to 25%, paste by the gift.

Resize element 6 to 55%, paste above the car to hide the bottle in the tube's hand 

and erase a little of the one in her hand.

Resize element 7 to 40%, paste by the bottle.

Resize element 39 to 75%, paste at the upper right above the mask.

Resize element 1 to 50%, paste behind the tube on the left, duplicate, mirror,

move down a little.

Paste element 35 on the right below the balloons layer.

Resize element 32 to 30%, paste on the lower right below the car.

Resize element 16 to 25%, paste at the bottom below the glass, duplicate, free 

rotate to the left at 20 degrees, move by the first ticket.

Resize element 59 to 50%, paste below the tickets, duplicate twice, move to the

right below the car, duplicate, mirror.

Resize element 31 to 40%, paste at the bottom being on the top layer.

Resize element 29 to 15%, element 36 to 25%, element 37 to 40%, paste all at 

the bottom right how you like, duplicate a couple and move around.

Resize element 60 to 25%, paste at the bottom, duplicate, move over.

Resize element 15 to 35%, paste on the left behind the tube.

Paste element 45 at the bottom being on the top layer.

Resize element 5 to 65%, paste on the top of the tower.

Resize element 58 to 50%, paste at the top.

(Optional)

Once happy with your tag, merge, resize, duplicate, go to Adjust, Blur, Gaussian blur

number on 5, change the blend mode to Soft Light, merge down,

sharpen a couple of times.

Add any other elements you would like, make it your own.

Crop your tag to be sure no shadows or lines are on the edges.

 Then add your copyright and name.
