This tut was written March 20th, 2019, for those with a basic knowledge of psp.
I am using the awesome tube by artist Eskada

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 2, apply your mask, delete, merge group.
Duplicate the mask, take your Pick tool, hold the shift key down and drag the
top square down on one side, then the other until as flat as you like,
move to the bottom duplicate a couple of times and arrange how you like.
Paste element 93, click inside with your magic wand, expand by 5,
paste paper 12, move how you like, invert, delete, select none.
Paste element 79 at the top of the frame, mirror, duplicate, flip, mirror.
Resize element 6 to 50%, paste on the frame on the right, duplicate, mirror.
Paste element 20 below the paper layer of the frame on one side, duplicate, mirror,
adjust how you like.
Paste element 90 below the green leaves circles, duplicate, mirror, adjust
behind the leaves.
Resize your tube to 40%, paste above the frame.
Resize element 84 to 40%, paste on the left below the tube, duplicate, mirror.
Resize element 2 to 13%, mirror, paste on the lower right below the tube, duplicate, move
above the tube, erase the part over the shoes except for the paws.
Resize element 9 to 40%, paste at the bottom above the tube by her leg.
Resize element 8 to 15%, paste by the basket.
Resize element 10 to 10%, paste on the other side of the basket.
Resize element 35 to 20%, paste at the bottom by the basket of the tube.
Resize element 49 to 15%, mirror, paste at the lower left by the green leaves, duplicate,
move over a little and under the leaves a little.
Resize element 98 to 35%, paste below the basket by the leg of the tube,
duplicate, move to the left behind the basket of the tube, duplicate again,
move to the right of the basket and below the tube, duplicate, move above the tube,
erase the part over the basket.
Resize element 97 to 20%, paste at the bottom below the basket with the flowers,
duplicate, resize to 75%, move down.
Paste element 62 below the tube layer how you like.
Paste element 19 below this layer.
Resize element 72 to 50%, free rotate to the left at 20 degrees, paste at
the upper right, duplicate, mirror, resize to 75%, adjust on the left.
Resize element 88 to 10%, paste at the bottom being on the top layer by the little
duckies, duplicate, move over by the jars.

Paste element 19 below this layer.
Resize element 72 to 50%, free rotate to the left at 20 degrees, paste at
the upper right, duplicate, mirror, resize to 75%, adjust on the left.
Resize element 88 to 10%, paste at the bottom being on the top layer by the little
duckies, duplicate, move over by the jars.
Add any other elements you would like, make it your own.
Always remember to adjust the elements and the mask before merging
to get them like you like. I always use my Pick tool to pull the mask out
more to fit the tag better.

Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
