Supplies Needed
I used PSPX...but any of them should work.

Drop Shadow usually V2 H2 50 black
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 15, apply your mask, delete, merge group, duplicate,
merge down.
Paste element 78 on the mask layer.
Paste element 35 at the bottom, add this color drop shadow #3688a5,
duplicate, mirror.
Paste element 14 on the trees in the center.
Resize your tube to 45%, paste to the left at the bottom on the snow.
Resize element 27 to 95%, paste on the left below the snow layers,
duplicate, move to the right and down a bit.
Resize element 131 to 60%, paste to the right below the snow layer.
Duplicate the snow layers and move behind the sled and the tube.
Resize element 32 to 30%, paste at the bottom below the tube layer by her
knee,
Resize element 34 to 30%, paste by the first gift.
Resize element 67 to 155, paste at the bottom in front of the gift, duplicate,
free rotate to the right at 90 degrees, place next to the first ornament.
Resize element 72 to 25%, paste on the right, duplicate, mirror, adjust by
the tube how you like.
Resize element 95 to 50%, paste on the right on the frame layer below
the trees. Change the blend mode to
Luminance(L), go to Adjust, Hue and Saturation, Colorize, numbers on
136, 51
Resize element 83 to 35%, paste on the gift at the bottom.
Resize element 61 to 40%, mirror, paste at the upper left below the frame.
Resize element 60 to 20%, paste below the tube by the candy cane, duplicate,
mirror, move below the gifts layer.
Resize element 51 to 20%, paste at the lower right being on the top layer.
Resize element 81 to 50%, apply Mura Meister Copies-Encircle
first number on 30, paste on the mask layer, take your Pick tool to
adjust around the frame, then click inside the frame with your magic wand,
expand by 15, delete the part inside the frame.
Resize element 124 to 40%, paste on the right behind the sled, duplicate, mirror.
Resize element 16 to 40%, paste below the flower on the left,
duplicate, mirror, move down a bit.
Go back to the snowman, duplicate, mirror, move down a little.
Add any other elements you would like to add.
Paste paper 15, apply your mask, delete, merge group, duplicate,
merge down.
Paste element 78 on the mask layer.
Paste element 35 at the bottom, add this color drop shadow #3688a5,
duplicate, mirror.

Once happy with your tag, close off any background you might have used.
Crop your tag to be sure no stray shadows are on the edges, merge visible.
Resize first, sharpen, add your copyright and name.
