This tut was written Jan 19th, 2018 for those with a basic knowledge of psp.
I am using the awesome artwork of Sushkova.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 4, apply your mask, delete, merge group, resize a little
larger to 110%.
Paste paper 6, apply the same mask, resize the same, change the blend
mode to soft light, merge down.
Paste the circle of hearts, take your free hand tool, draw around the
heart circle, resize the cityscape to 13%, paste below the frame, invert, delete.
Resize the red car to 75%, paste at the lower left above the frame layer.
Resize your tube to 30%, mirror, paste on the right below the car.
Resize the musical notes to 23%, paste on the heart frame at the top, duplicate, move
down lower.
Resize the pumps to 15%, paste at the bottom by the car.
Resize the sunglasses to 25%, paste at the bottom by the shoes.
Resize the wine glass to 20%, paste at the bottom.
Resize the champagne bottle to 25%, paste by the glass.
Resize I Love You wordart to 55%, paste at the lower right, select the wordart,
select all, float, defloat, expand by 2, add a new layer, fill with white,
move below, select none.
Add noise to the white at 75%.
Resize the red heart balloons to 45%, paste on the right above the frame layer.
Resize the street light to 55%, paste behind the car on the left.
Resize the sweetheart sign to 20%, paste on the street light.
Resize the guitar to 5%, paste on the right below the tube.
Round gift box resize to 15%, paste at the bottom by the shoes and glass.
Resize the rose to 25%, free rotate to the right at 80 degrees, paste by the
glass at the lower left, duplicate, mirror, move above the wordart where you like.
Paste the white cloud on the mask layer, duplicate, move over and up more.
Add any other elements that you would like, make it your own.
Paste paper 4, apply your mask, delete, merge group, resize a little
larger to 110%.
