This tut was written Feb 16th, 2019 for those with a basic knowledge of psp.

Tube is "Vivienne"
You need a license to use this tube, do not use without a license.

I used PSPX...but any of them should work.
Filters
Font of choice, I used Aquarelle
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 7, apply your mask, delete, merge group, adjust to fit your tag
later before you merge.
Resize element 124 to 90%, paste on the mask layer.
Paste element 129 on the frame.
Paste element 149 below the wreath.
Resize your tube to 50%, paste at the bottom.
Resize element 98 to 85%, paste on the frame on the left, duplicate, mirror,
erase any of the stem that might show at the bottom.
Resize element 147 to 90%, paste on the left between the flowers how you like.
Resize element 143 to 25%, paste at the lower left above the tube layer.
Resize element 20 to 30%, paste on the lower right behind the tube.
Resize element 52 to 30%, paste below the wreath flowers how you like.
Resize element 74 to 30%, paste on the spinning wheel on the left.
Resize element 130 to 30%, paste behind the tube to the left.
Resize element 86 to 20%, paste at the lower left below the white flowers,
duplicate, mirror.
Resize element 94 to 20%, paste by the flower at the lower right.
Resize element 4 to 30%, paste below the watch at the lower right.
Resize element 80 to 50%, paste at the bottom below the shoes and watch.
Paste element 42 below the tube layer to the left, duplicate, move over to the right more.
Resize element 134 to 10%, paste at the bottom above the shoes.
Resize element 76 to 20%, paste at the bottom below the watch and flower.
Resize element 119 to 25%, paste at the bottom being on the top layer.
later before you merge.
Resize element 124 to 90%, paste on the mask layer.
Paste element 129 on the frame.
Paste element 149 below the wreath.
Resize your tube to 50%, paste at the bottom.
Resize element 98 to 85%, paste on the frame on the left, duplicate, mirror,
erase any of the stem that might show at the bottom.
Resize element 147 to 90%, paste on the left between the flowers how you like.
Resize element 143 to 25%, paste at the lower left above the tube layer.
Resize element 20 to 30%, paste on the lower right behind the tube.
Resize element 52 to 30%, paste below the wreath flowers how you like.
Resize element 74 to 30%, paste on the spinning wheel on the left.
Resize element 130 to 30%, paste behind the tube to the left.
Resize element 86 to 20%, paste at the lower left below the white flowers,
duplicate, mirror.
Resize element 94 to 20%, paste by the flower at the lower right.
Resize element 4 to 30%, paste below the watch at the lower right.
Resize element 80 to 50%, paste at the bottom below the shoes and watch.
Paste element 42 below the tube layer to the left, duplicate, move over to the right more.
Resize element 134 to 10%, paste at the bottom above the shoes.
Resize element 76 to 20%, paste at the bottom below the watch and flower.
Resize element 119 to 25%, paste at the bottom being on the top layer.
Add any other elements that you would like, make it your own.
Always adjust everything before you merge your tag.
Once happy, close off any background you had.
Crop your tag to get rid of any stray edges, merge visible.
Resize, sharpen, add your Copyright and name.
