This tut was written Feb 11th, 2019 for those with a basic knowledge of psp.
I am using the awesome artwork of "Dirk Richter"
Tube is "25-1" beautiful tube. The tube is not included with the kit.
You need a license to use this tube, do not use without a license.

I used PSPX...but any of them should work.

Font of choice, I used Vytorla Mix
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Select all, add a new layer, paste paper 4 into selections, apply your mask,
delete, merge group.
Always adjust your mask to fit your tag better before you merge your tag at the end.
Resize frame 1 to 75%, free rotate to the left or right at 90 degrees, move to the
left, duplicate, free rotate to the right at 15 degrees, move below the first frame.
Click inside the right frame,
paste your tube in the right frame, delete, select none, change the blend
mode to Overlay or one you prefer.
Apply Extravaganza filter-Transmission with these numbers
40, 0, 40
Add a bevel to the frames with these settings
Go to Effects, 3D Effects, Inner Bevel
Shape 2, width 2
3, 3, 10, 5
30, 50, 30 color white
Add noise to the frames at 25%.
I didn't add a paper inside the frame but if you prefer you can a paper of choice.
Resize your tube to 85%, paste being on the top layer now.
Paste element 3 at the top on the frame to the right of the tube.
Resize wordart 1 to 40%, paste at the bottom, duplicate, move over and down a
little, merge, then add a fat white gradient glow using EyeCandy 4000.
Resize element 11 and 12 to 50%, free rotate both to the right at 15 degrees,
paste on the right below the wordart, duplicate twice and arrange how you prefer.
Resize element 2 to 25%, paste on the stick of the lollipop.
Paste element 18, free rotate to the left at 90 degrees, paste on the left, duplicate, mirror.
Paste element 17, free rotate to the left at 90 degrees, paste on the right, duplicate,
mirror, erase the parts on the face of the tube.
Resize element 8 to 20%, paste at the upper left, duplicate, move to the lower right.
Resize element 10 to 25%, mirror, move to the left below the tube layer at the bottom,
duplicate, mirror, move below the lollipop layers.
Select all, add a new layer, paste paper 4 into selections, apply your mask,
delete, merge group.

Add any other elements that you would like, make it your own.
Always adjust everything before you merge your tag.

Once happy, close off any background you had.
Crop your tag to get rid of any stray edges, merge visible.
Resize, sharpen, add your Copyright and name.
