I used PSP2020...but any of them should work.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800, paste element 16, duplicate, change the blend
mode to Multiply, duplicate, mirror.
Resize element 58 to 85%, paste.
Resize element 21 to 50%, paste on the bottom above the mask, on the left,
duplicate, mirror.
Paste element 92 on the bottom layer to the right, duplicate, mirror.
Resize element 5 to 65%, paste on the left below the frame.
Resize element 59 to 85%, mirror, paste on the upper right above the mask.
Resize element 99 to 50%, paste on the bottom left, duplicate, mirror.
Resize element 37 to 75%, paste to the right.
Resize tube 2 to 30%, paste above the car to the left.
Resize element 88 to 40%, paste on the bottom left above the tube.
Resize element 79 to 25%, paste at the bottom, duplicate, move over.
Resize element 90 to 40%, paste on the bottom right.
Resize element 121 to 50%, paste on the bottom right.
Resize element 102 to 30%, paste at the top on the window.
Resize element 75 to 30%, paste on the right side of the sign, duplicate, mirror.
Resize element 40 to 30%, paste at the bottom above the tube behind the boots.
Resize element 68 to 40%, paste at the bottom below the flower.
Resize element 17 to 30%, paste at the bottom above the llama.
Paste element 9 below the tube on the left.
Add any other elements you would like, resize.
Crop your tag to be sure no shadows or lines are on the edges.
Then add your copyright and name.
