Font of choice, I used Acryle Script
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Select all, add a new raster layer, paste paper 9 into selections, apply your mask,
delete, merge group.
Paste element 4, resize to 75%, move to the left just a bit,
duplicate, resize to 75% again, mirror, move to the right a bit,
erase the larger frame part that is showing in the small one.
Take your free hand tool, draw around the two frames, resize paper 12 to
75%, paste, invert, delete, move below the frames, select none.
Resize your tube to 75%, move below the large frame, duplicate, bring to the
top, erase the bottom part and the left part that is over the frame.
The bottom part you want to not erase to much, you don't want the small frame
showing.
Resize element 13 to 30%, mirror, place at the bottom on the frame.
Resize element 19 to 30%, paste under the flower on the left, duplicate, mirror,
move below the tube and to the right more, erase any stem showing on either
of these.
Resize element 3 to 55%, paste under the flower.
Resize element 10 to 70%, paste at the top, erase the ones on the left of
your tube, adjust on the frame on the right.
Duplicate, move down below the large flower on the right, duplicate, mirror, adjust.
Keep moving things around until you like the looks of it.
Resize element 36 to 30%, free rotate to the right at 90 degrees, place under the smaller
flowers at the bottom, duplicate, mirror.
Resize element 84 to 75%, place at the bottom under all the flower layers.
Resize element 88 to 50%, free rotate to the left at 5 degrees, place on the left
below the top tube layer, duplicate, mirror, resize to 50%, move down.
Resize element 8 to 35%, free rotate to the right at 45 degrees, place behind the
tube on the left, duplicate, mirror, resize to 75%, move below the flowers
and leaf layer and up just a bit.
Resize element 2 to 35%, paste on the right below the flowers.
Go back to the large flower at the bottom, duplicate, resize to 65%, place in the small
frame on the paper layer and have about half of it showing.
Resize element 35 to 10%, mirror, place on the right.
Merge the small frame with the larger frame, then apply the
Tramages filter-Meta Peacocks with these settings
120, 140, 95
This just gives the frames a shadowing effect.
Being on the top layer now, paste element 92, resize to 65%, erase the part
on the face that you don't want.
Add any other elements that you would like, make it your own.
Once happy with your tag, close off any background, crop your tag to makeSelect all, add a new raster layer, paste paper 9 into selections, apply your mask,
delete, merge group.
Paste element 4, resize to 75%, move to the left just a bit,
duplicate, resize to 75% again, mirror, move to the right a bit,
erase the larger frame part that is showing in the small one.

sure there are no stray edges, merge visible, resize first.
