This tut was written June 29th, 2018 for those with a basic knowledge of psp.
I am using the awesome artwork of Keith Garvey
The tube is "Miss Liberty"
You need a license to use this tube, do not use without a license.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 8, apply your mask, delete, merge group.
Resize your tube to 80%, paste in the center.
Paste frame 9, resize to 65%, move below your tube, resize your close up tube
to 90%, paste on the outside frame, duplicate, mirror,
adjust both how you want in the outside frames.
Click inside both frames with your magic wand, expand by 5, invert,
being on the tubes, delete each one, select none.
Duplicate the tubes, go to Adjust, Blur, Gaussian blur, number on 4,
change the blend mode to Screen.
Apply xero filter-Bad Dream first, then Soft Mood twice.
Then apply Screen Works-Light Gauze, merge down.
Paste element torn paper 3 below the tubes on one side, duplicate, mirror.
Resize floral 1 to 55%, paste at the bottom above the tube, erase any of the legs
showing below.
Resize element 3 to 35%, free rotate to the right at 90 degrees, paste on the lower
left below the flowers, duplicate, mirror.
Resize berries 1 to 25%, paste below the flowers on the right, duplicate, mirror,
duplicate one of them again, flip, duplicate two more times and arrange under
the USA part.
Resize butterfly 2 to 20%, paste at the lower right being on the top layer,
duplicate, mirror, move to the upper left.
Paste fireworks 4 on the upper right on the mask layer, duplicate, move down
to the lower left.
Resize stars 2 to 30%, paste on the frame layer on the lower left below the
greenery, duplicate, mirror.
Resize bow 1 to 20%, paste at the upper right on the frame.
Resize rope3 to 80%, paste at the bottom under the elements how you like.
Resize fireworks 5 to 25%, paste at the bottom on the flower with the wordart on
one side, duplicate, mirror, adjust on the other side.
Resize fireworks 3 to 65%, paste on the mask layer at the upper left, adjust and
erase the parts you don't want showing, duplicate, move to the lower
right and erase more that you don't want. You just want a few of the stars showing.
Paste paper 8, apply your mask, delete, merge group.
Resize your tube to 80%, paste in the center.
Paste frame 9, resize to 65%, move below your tube, resize your close up tube
to 90%, paste on the outside frame, duplicate, mirror,

Add any other elements that you would like, make it your own.
Do not merge if you are going to do a Signature and Avator.
Once happy with your tag, close off any background used,
crop your tag to make sure no shadows or anything on the edges, merge visible.
Resize your tag first, then add your copyright and name.
If you want to do a Signature tag, open a new image 600 x 250
To do the signature tag,
I closed off the frame, tube, papers, mask, butterfly and anything else
I didn't want on the sig tag.
I pasted the stars separate and rotated them a little to blend in better on each side.
You will have to play around with the sizing to get it how you want.
Add your copyright and name.
Avator
200 x 200
Paste the tag without the main tube first, resize to your liking,
then add the tube, resize and move how you like, add your frame.
I used AAA Frames-Foto Frame, first number on 2 and white frame.
Add your copyright and name.
Resize your tag first, then add your copyright and name.
If you want to do a Signature tag, open a new image 600 x 250
To do the signature tag,
I closed off the frame, tube, papers, mask, butterfly and anything else
I didn't want on the sig tag.
I pasted the stars separate and rotated them a little to blend in better on each side.
