This tut was written May 9th, 2019, for those with a basic knowledge of psp.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 3 apply your mask, delete, merge group.
Resize element 13 to 22%, paste, click inside with your magic wand, expand by 5,
paste paper 3, invert, delete, select none.
Paste your tube below the frame, duplicate, move above the frame, erase
the parts on both tubes at the bottom of the frame.
Resize element 60 to 50%, paste on the right on the frame layer.
Resize element 69 to 70%, paste at the lower right above the flower.
Resize element 68 to 20%, paste at the lower right above the flower pots.
Resize element 22 to 25%, paste between the two flowers pots.
Paste element 86 below the paper layer of the frame, free rotate to the left at
15 degrees, resize larger to 115%, adjust.
Paste element 3 on the mask layer and move to the right so just a little of
the wording shows and erase the green, duplicate, mirror, move down a little.
Resize element 18 to 30%, paste below the flower pot to the left.
Resize element 44 to 25%, paste at the bottom below the heart case you just pasted.
Resize element 96 to 30%, paste below the flowers how you like.
Resize element 12 to 60%, free rotate to the right at 25 degrees, paste on the
right behind the pots, duplicate, move up and below the other flower,
duplicate, mirror, resize to 75%, move down below the clock layer.
Resize element 2 to 40%, paste on the right below the top flower pot.
Resize element 16 to 25%, mirror, paste at the lower left below the flower, duplicate,
move to the left more and below the stem flowers.
Resize element 82 to 25%, paste below the flowers on the left how you like.
Resize element 67 to 20%, free rotate to the right at 25 degrees, paste on the right,
duplicate, mirror, move to the top left.
Resize element 78 to 20%, paste at the bottom being on the top layer.
Resize element 72 to 15%, paste on the right up by the tube, duplicate, mirror,
adjust on the left, duplicate again, resize to 75%, move up some on the left.
Paste element 56 on the left being on the top layer, erase the parts you don't want
on the tube's face.
Resize element 13 to 22%, paste, click inside with your magic wand, expand by 5,
paste paper 3, invert, delete, select none.
Paste your tube below the frame, duplicate, move above the frame, erase
the parts on both tubes at the bottom of the frame.
Resize element 60 to 50%, paste on the right on the frame layer.
Resize element 69 to 70%, paste at the lower right above the flower.
Resize element 68 to 20%, paste at the lower right above the flower pots.
Resize element 22 to 25%, paste between the two flowers pots.
Paste element 86 below the paper layer of the frame, free rotate to the left at
15 degrees, resize larger to 115%, adjust.
Paste element 3 on the mask layer and move to the right so just a little of
the wording shows and erase the green, duplicate, mirror, move down a little.
Resize element 18 to 30%, paste below the flower pot to the left.
Resize element 44 to 25%, paste at the bottom below the heart case you just pasted.
Resize element 96 to 30%, paste below the flowers how you like.
Resize element 12 to 60%, free rotate to the right at 25 degrees, paste on the
right behind the pots, duplicate, move up and below the other flower,
duplicate, mirror, resize to 75%, move down below the clock layer.
Resize element 2 to 40%, paste on the right below the top flower pot.
Resize element 16 to 25%, mirror, paste at the lower left below the flower, duplicate,
move to the left more and below the stem flowers.
Resize element 82 to 25%, paste below the flowers on the left how you like.
Resize element 67 to 20%, free rotate to the right at 25 degrees, paste on the right,
duplicate, mirror, move to the top left.
Resize element 78 to 20%, paste at the bottom being on the top layer.
Resize element 72 to 15%, paste on the right up by the tube, duplicate, mirror,
adjust on the left, duplicate again, resize to 75%, move up some on the left.
Paste element 56 on the left being on the top layer, erase the parts you don't want
on the tube's face.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
