This tut was written June 1st, 2019, for those with a basic knowledge of psp.
I am using the awesome tube by artist Stella Felice 7

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 3, apply your mask, delete, merge group.
Resize element 40 to 70%, paste to the left and up some, duplicate, move
down and to the right more.
Click inside with your magic wand, expand by 5, paste paper 14, invert, delete,
keep selected.
Resize your tube to 75%, paste in one of the frame, delete, select none, duplicate,
mirror, adjust in the other frame, merge down.
Duplicate the tubes, go to Adjust, Blur, Gaussian blur, number on 4, change the blend
mode to Screen.
Apply the Toadies filter-Plain Mosaic 2, merge down.
Resize the original tube to 50%, paste above the frames about center.
Resize element 28 to 50%, apply Mura Meister Copies-Encircle,
first number on 18, move below the paper layer of the frame on the left and up some,
duplicate, move to the right and down some.
Resize element 30 to 50%, paste on the upper right on the frame, duplicate, mirror,
move to the upper right on the frame.
Resize element 17 to 40%, paste at the lower right behind the tube.
Resize element 99 to 50%, paste below the tube on the left.
Resize element 3 to 45%, paste at the bottom left above the tube, duplicate, mirror.
Resize element 22 to 30%, paste below the flowers on the right.
Resize element 21 to 40%, paste on the frame on the left under the other flowers,
duplicate, mirror, move above the frame on the right.
Resize element 37 to 45%, paste at the bottom above the tube.
Resize element 7 to 35%, paste at the bottom above the book layer.
Resize element 59 to 20%, paste below the feather pen.
Resize element 68 to 50%, paste below the tube on the birdcage, duplicate,
move to the upper left.
Resize element 41 to 60%, free rotate to the right at 45 degrees, paste on the right
above the books.
Resize element 55 to 25%, paste at the lower left below the flower layer.
Resize element 4 to 15%, paste at the lower left being on the top layer.
Paste element 36 on the left above the flower circle, duplicate, mirror.
Resize element 40 to 70%, paste to the left and up some, duplicate, move
down and to the right more.
Click inside with your magic wand, expand by 5, paste paper 14, invert, delete,
keep selected.
Resize your tube to 75%, paste in one of the frame, delete, select none, duplicate,
mirror, adjust in the other frame, merge down.
Duplicate the tubes, go to Adjust, Blur, Gaussian blur, number on 4, change the blend
mode to Screen.

Resize the original tube to 50%, paste above the frames about center.

Resize element 30 to 50%, paste on the upper right on the frame, duplicate, mirror,
move to the upper right on the frame.
Resize element 17 to 40%, paste at the lower right behind the tube.
Resize element 99 to 50%, paste below the tube on the left.
Resize element 3 to 45%, paste at the bottom left above the tube, duplicate, mirror.
Resize element 22 to 30%, paste below the flowers on the right.
Resize element 21 to 40%, paste on the frame on the left under the other flowers,
duplicate, mirror, move above the frame on the right.
Resize element 37 to 45%, paste at the bottom above the tube.
Resize element 7 to 35%, paste at the bottom above the book layer.
Resize element 59 to 20%, paste below the feather pen.
Resize element 68 to 50%, paste below the tube on the birdcage, duplicate,
move to the upper left.
Resize element 41 to 60%, free rotate to the right at 45 degrees, paste on the right
above the books.
Resize element 55 to 25%, paste at the lower left below the flower layer.
Resize element 4 to 15%, paste at the lower left being on the top layer.
Paste element 36 on the left above the flower circle, duplicate, mirror.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
