This tut was written May 20th, 2017 for those with a basic knowledge of psp.
I am using the awesome artwork of Lysisange.

Supplies Needed
I used PSPX...but any of them should work.
PTU Scrap Sailor to match by Lil Mz's Brainstorms HERE
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800, paste paper 4, apply your mask, delete, merge group,
adjust mask to fit your tag later.
Paste element 21, click inside with your magic wand, expand by 5, paste paper 4,
invert, delete, keep selected, mirror your tube, paste, delete, select none.
Duplicate your tube, go to Adjust Blur, Gaussian blur, number on 5,
change the blend mode to Screen.
Resize your tube to 33%, paste on the right.
Paste element 67 at the bottom below the tube layer.
Paste element 9 below this, duplicate, mirror.
Paste element 20 on the mask layer, apply Mura Meister Copies-Encircle with
default settings.
Resize element 30 to 50%, apply Mura Meister Copies-Encircle, change the
first number to 30, paste on the flower circle.
Resize element 89 to 50%, paste at the top below the tube layer, mirror.
Resize element 39 to 40%, paste on the right behind the tube.
Resize element 7 to 60%, mirror, paste on the left.
Resize element 6 to 50%, paste by the first little sailor.
Resize element 110 to 25%, paste between the water layer.
Paste element 36 on the left, behind the little sailors.
Resize element 49 to 40%, paste on one side on the waves, duplicate, mirror,
move up just a bit.
Resize element 42 to 50%, paste on the left behind the little sailor boys, erase the
chain part showing to the right of them.
Resize element 53 to 35%, paste at the bottom by the foot of the tube.
Resize element 102 to 35%, paste below the bottle at the bottom.
Paste element 97 on the mask layer and adjust how you like.
Resize element 12 to 25%, paste below the tube at the lower right, duplicate, move
to the left under the bottle and folder.
Resize element 27 to 25 %, paste below the little boys on the left, duplicate,
move over a bit from the first one.
Resize element 26 to 75%, paste on the right above the tube layer with the
bow part on her hand.
Open a new image 800 x 800, paste paper 4, apply your mask, delete, merge group,
adjust mask to fit your tag later.
Paste element 21, click inside with your magic wand, expand by 5, paste paper 4,
invert, delete, keep selected, mirror your tube, paste, delete, select none.

first number to 30, paste on the flower circle.

Resize element 39 to 40%, paste on the right behind the tube.
Resize element 7 to 60%, mirror, paste on the left.
Resize element 6 to 50%, paste by the first little sailor.
Resize element 110 to 25%, paste between the water layer.
Paste element 36 on the left, behind the little sailors.
Resize element 49 to 40%, paste on one side on the waves, duplicate, mirror,
move up just a bit.
Resize element 42 to 50%, paste on the left behind the little sailor boys, erase the

Resize element 53 to 35%, paste at the bottom by the foot of the tube.

Resize element 26 to 75%, paste on the right above the tube layer with the
bow part on her hand.
Add any other elements you would like to add.
Crop your tag to be sure no stray shadows are on the edges of your tag.
Once happy with it all, close off any backgrounds, merge visible.
Resize first, then add your copyrights and name.
