Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 8, apply your mask, delete, merge group.
Duplicate your mask, take your Pick tool, hold the shift key and drag one of
the top squares down about 3 fourths, then the other side until it is as flat as you like.
Resize element 74 to 90%, click inside with your magic wand, expand by 5,
paste paper 8, invert, delete, select none.
Paste element 61 at the bottom.
Paste the tube about center of the frame.
Resize element 30 to 50%, paste by the hand of the tube on the left, add a light
gradient glow.
Resize element 67 to 50%, paste at the lower left above the tube.
Resize element 17 to 30%, paste at the bottom by the cupcake.
Resize element 21 to 30%, paste at the lower right.
Resize element 7 to 55%, paste on the lower right below the tube.
Resize element 48 to 75%, paste below the paper layer of the frame on the
right, duplicate, mirror, adjust both, erase any stems at the bottom.
Resize element 29 to 50%, paste at the upper left above the mask layer, duplicate,
mirror, duplicate, flip, duplicate, mirror.
Resize element 70 to 20%, paste on the right on the double tag behind the hat.
Resize element 16 to 40%, free rotate to the right at 20 degrees, paste below
the hat at the bottom.
Resize element 69 to 20%, free rotate to the right at 40%, paste at the lower
left where you like being on the top layer, duplicate, move to the top,
duplicate, mirror, move up on the right.
duplicate, mirror, move up on the right.
Resize element 28 to 30%, paste on the paper layer of the frame on one side,
duplicate, mirror.
Add any other elements that you would like, make it your own.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
