This tut was written Dec 29th, 2018, for those with a basic knowledge of psp.
I am using the awesome tube by artist LysIsange
Tube is called "Slava"
She comes in different colors.
You need a license to use this art, please do not use without a license.

This tube can be CU/PU
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 4, apply your mask, delete, merge group.
Paste element 57, click inside with your magic wand, expand by 5,
paste paper 6, invert, delete, keep selected.
Resize your tube to 50%, mirror, paste, delete, select none.
Duplicate, go to Adjust, blur, Gaussian blur, number on 4, change the blend
mode to Hard Light.
Apply the Unplugged Tools filter-Interlace with these settings
3, 20, 1, 3
Resize element 2 to 85%, paste at the upper left above the frame layer.
Resize your tube to 25%, paste on the frame to the left.
Resize element 40 to 25%, paste at the bottom being on the top layer.
Resize element 64 to 40%, paste at the lower right below the hour glass.
Paste element 85 on the left below the wordart.
Resize element 53 to 75%, paste below the tube on the lower part of the frame,
duplicate, mirror, adjust behind the tube.
Resize element 62 to 40%, paste at the lower left.
Resize element 75 to 30%, paste by the champagne bottle.
Resize element 80 to 30%, free rotate to the right at 45 degrees, paste by the
glass and champagne.
Resize element 61 to 50%, paste at the lower left behind the glass and champagne,
duplicate, mirror, move to the right below the hat layer.
Resize element 66 to 20%, paste at the lower left below the glass.
Resize element 50 to 35%, paste at the lower left below the other elements so
just the leaves show, duplicate three more time, mirror two of them,
move the other one not mirrored above the white flowers on the left.
The ones mirrored to the right, move one down behind the box so just the leaves shows,
move the other up and little more to the center so some of the flower shows.
Resize element 45 to 15%, paste at the bottom being on the top layer, duplicate,
move where you like on both.
Resize element 77 to 90%, paste below the tube layer on the left.
Go back to the new year wordart, duplicate, flip, move to the bottom and
just above the mask layer on one side, duplicate, mirror. You just want the
diamonds showing at the bottom.
Resize element 69 to 50%, paste at the bottom being on the top layer again.
Paste element 57, click inside with your magic wand, expand by 5,
paste paper 6, invert, delete, keep selected.
Resize your tube to 50%, mirror, paste, delete, select none.
Duplicate, go to Adjust, blur, Gaussian blur, number on 4, change the blend
mode to Hard Light.
Apply the Unplugged Tools filter-Interlace with these settings

Resize element 50 to 35%, paste at the lower left below the other elements so
just the leaves show, duplicate three more time, mirror two of them,
move the other one not mirrored above the white flowers on the left.

Resize element 45 to 15%, paste at the bottom being on the top layer, duplicate,
move where you like on both.
Resize element 77 to 90%, paste below the tube layer on the left.
Go back to the new year wordart, duplicate, flip, move to the bottom and
just above the mask layer on one side, duplicate, mirror. You just want the
diamonds showing at the bottom.
Resize element 69 to 50%, paste at the bottom being on the top layer again.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
