I used PSP2020...but any of them should work.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800, paste mask 2, resize to fit your tag.
Resize 127 to 60%, paste at the upper right.
Resize 126 to 60%, paste on the upper left.
Paste 16 at the bottom on the left, duplicate, mirror.
Resize 138 to 60%, paste on the sand.
Resize 8 to 45%, paste on the left above the house.
Resize 117 to 45%, paste on the left above the boat.
Resize 118 to 25%, paste at the bottom left.
Resize 131 to 65%, paste at the top below the houses.
Resize 41 to 75%, paste at the top below the light house.
Paste 148 at the upper right below the leaf plant, duplicate, mirror.
Resize 69 to 50%, paste on the right above the house.
Resize 142 to 30%, paste at the bottom right above the walkway,
duplicate, mirror.
Resize tube 3 to 25%, paste at the bottom.
Resize 150 to 35%, paste below the walkway arch.
Resize 144 to 25%, paste at the bottom to the left of the tube.
Resize 121 to 25%, paste at the bottom above the tube.
Resize 120 to 25%, paste at the bottom by the basket.
Resize 96 to 25%, paste at the bottom right by the house.
Resize 77 to 25%, paste at the bottom left below the duck.
Resize 49 and 50 to 25%, paste on the bottom right by the tube.
Resize 90 to 20%, paste on the bottom left by the bucket.
Resize 47 to 25%, paste on the bottom right.
Resize 92 to 25%, paste on the bottom left below the bucket.
Resize 52 to 25%, paste at the top on the light house.
Paste 40 where you like, erasing any on the face of the tube.
Resize 158 to 15%, paste at the bottom right.
Add any other elements you would like, resize.
Crop your tag to be sure no shadows or lines are on the edges.
Then add your copyright and name.
