I used PSP2020...but any of them should work.
Drop shadow as you go is V -2 H -4, 40, 10, or use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open the template, resize all layers checked to 110%, then Canvas size
800 x 800.
Click on Raster 2 of the template, resize 10 to 75%, paste to the left
where you like, invert, delete.
Duplicate, move to the right do the color bars shows, move below
the first one, merge these 2 together.
Merge copy of Raster 10 down with Raster 10, select all, float, defloat,
add a new layer, fill with #fdc610, delete the template layer.
Select Raster 3, add a new layer fill with the same yellow, delete the
template layer.
Raster layers 4, 5, 6, click in the white layers with the magic wand, one
at a time, add a new layer, fill with color of choice on each one.
Leave the lines black.
Select Raster 7, resize paper 6 to 40%, paste, invert, delete.
Resize 20 to 60%, paste on the right being on the top layer.
Resize 50 to 25%, paste on the bottom right below the tube.
Resize 29 to 50%, paste on the upper right below the template layers.
Resize 9 to 35%, paste below the template layers.
Resize 53 to 30%, paste above the balloons.
Resize 47 to 25%, paste on the upper left above the template layers.
Resize 52 to 30%, paste at the bottom to the left of the tube.
Resize 42 to 40%, paste on the bottom left above the tires.
Resize 39 to 40%, paste on the left below the wordart behind the cars.
Resize 46 to 25%, paste at the bottom right above the tube.
Resize 11 to 15%, paste on the boxes.
Resize 57 to 20%, paste at the bottom by the boxes.
Resize 55 to 20%, paste on the bottom right.
Resize 32 to 30%, paste at the bottom right by the helmet.
Resize 25 to 17%, paste on the bottom left.
Resize 35 to 20%, paste at the bottom left by the drinks.
Resize 17 to 20%, paste at the bottom.
Resize 8 to 13%, paste at the bottom right.
Resize 45 to 15%, paste on the bottom left.
Resize 48 to 15%, paste at the bottom above the koala bear.
Resize 33 to 10%, paste at the bottom right.
Resize 31 to 15%, paste at the bottom right.
Resize 21 to 20%, paste at the bottom by the bottles.
Resize 2 to 15%, paste at the bottom right.
Resize 13 to 25%, paste on the diamond shape at the top.
Select the wordart Driving in the, add a new layer, fill with a color of choice.
Select Fast Lane, click inside each letter with your magic wand,
fill with a color of choice.
Paste paper 2 on the bottom layer, apply your mask, adjust to fit your tag.
Add any other elements that you would like, make it your own.
Always readjust your mask and elements how you like them before you
merge your tag, resize, sharpen.
Crop your tag to be sure no shadows or lines are on the edges.
Then add your copyright and name.
