This tut was written March 7th, 2018 for those with a basic knowledge of psp.
I am using the awesome artwork of Cartoon Pink (use to go by Amy Matthews)
The tube is "27-1"
You need a license to use this tube, do not use without a license.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Resize paper 3 to 50%, apply your mask, delete, merge group, take your Pick tool,
drag down one side at the top square, holding your shift key and drag down,
then the other side, until as flat as you like.
Resize paper 2 to 50%, apply the mask, duplicate, use your Pick tool again,
drag both sides down, place on top of the first mask but off set so some
of the orange paper shows.
Resize element 1 to 60%, click inside with your magic wand, expand by 5,
resize paper 2 to 50%, invert, delete, keep selected, mirror your tube,
paste, delete, select none.
Duplicate your tube, go to Adjust, Gaussian blur, Blur, number on 4,
change the blend mode to Screen.
Apply the xero filter-Soft Mood first, then Soft Vignette with these settings,
Elliptical, Foreground color set on white
Diagonal dots
2, 2, 0, 255, merge down, duplicate the tube again, being on the bottom tube,
apply dsb flux-blast with these settings,
Directions right first at 20%, then change the directions to the left,
then merge down.
Paste your tube on the right above the frame layer.
Resize element 3 to 60%, paste on the right behind the tube.
Resize element 2 to 55%, paste on the left.
Resize element 6 to 25%, apply Mura Meister Copies-Encircle, first number
on 18, move below the mask layer.
Resize element 5 to 25%, apply the same Mura Meister Encircle settings, paste above
the other circle.
Resize element 10 to 20%, apply Mura Meister Copies-Encircle, first number
changed to 30, move below the paper layer of the frame this time.
Resize element 25 to 25%, paste on the cactus on the right below the tube layer.
Resize element 12 to 30%, free rotate to the left at 15 degrees, paste at the lower left
by the cactus.
Resize element 9 to 25%, paste at the lower left by the cactus base, duplicate,
mirror, move below the cactus on the right, erase the stem.
Resize element 5 to 25%, paste at the lower left by the skull how you like.
Resize element 6 to 15%, paste by the other flower.
Resize element 24 to 35%, mirror, paste at the bottom above the tube layer.
Resize element 15 to 20%, free rotate to the left at 90 degrees, paste below the
shoe of the tube.
Resize element 10 to 20%, free rotate to the left at 90 degrees, paste below
the feather.
Resize element 13 to 25%, paste on the cactus on the left.
Resize element 1 to 20%, paste on the lower left below the skull.
Resize element 4 to 90%, paste on the mask layer toward the bottom, recolor,
go to Adjust, Hue and Saturation, Colorize, numbers on
Hue 20 and Saturation 89 or a color of your choice.
Add any other elements that you would like, make it your own.
Once happy with your tag, close off any background used,
crop your tag to make sure no shadows or anything on the edges, merge visible.
Resize your tag first.
Add your copyrights and name.
