I am using the awesome tube by artist LysIsange
Tube is called "Antonina"
She comes in several different colors to choose from.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 15, apply your mask, delete, merge group.
Paste element 79, then paste element 56 inside, erase any part showing
on the outside.
Click inside the top frame, expand by 3, add a new layer, paste element
7 into selections, select none.
Resize element 49 to 85%, paste to the left and down.
Resize the tube to 55%, paste to the right above the car.
Resize element 1 to 20%, paste above the tube at the lower right.
Resize element 45 to 40%, paste at the lower left above the car.
Resize element 8 to 40%, paste at the bottom.
Resize element 26 to 40%, paste below the gift box.
Paste element 40 on the right behind the tube.
Paste element 140 behind the street light and down.
Resize element 22 to 15%, paste at the bottom right being on the top layer.
Resize element 72 to 15%, paste below the flower, duplicate, move over more.
Resize element 75 to 25%, paste at the lower left below the trumpet.
Resize element 54 to 25%, paste at the lower left above the trumpet.
Resize element 29 to 15%, paste at the bottom by the gift.
Resize element 4 to 50%, paste on the left on the frame, add a fat
white gradient glow.
Resize element 150 to 15%, paste at the bottom by the flower and ring.
Resize element 43 to 55%, paste on the left below the car.
Resize element 127 to 50%, paste at the upper left above the wordart,
duplicate, mirror, move above the street light on the right.
Resize element 9 to 15%, paste at the bottom where you like.
Resize element 74 to 25%, paste at the bottom.
Paste element 79, then paste element 56 inside, erase any part showing

Resize element 29 to 15%, paste at the bottom by the gift.
Resize element 4 to 50%, paste on the left on the frame, add a fat

Resize element 150 to 15%, paste at the bottom by the flower and ring.
Resize element 43 to 55%, paste on the left below the car.
Resize element 127 to 50%, paste at the upper left above the wordart,
duplicate, mirror, move above the street light on the right.
Resize element 9 to 15%, paste at the bottom where you like.
Resize element 74 to 25%, paste at the bottom.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
