This tut was written Dec. 5th, 2019, for those with a basic knowledge of psp.

I used PSPX...but any of them should work.

Font of choice, Paulistana
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 19, apply your mask, delete, merge group.
Paste element 95, resize to 75%, click inside with your magic wand,
expand by 5, paste paper 6, invert, delete, keep selected, paste
element 91, delete, select none.
Add noise at 100% on the dotted elements, duplicate, merge down,
sharpen.
Resize your tube to 30%, paste on the frame.
Resize element 58 to 27%, apply Mura Meister Copies-Encircle, first
number on 16, move below the paper layer of the frame, resize
larger to 103%.
Resize element 87 to 70%, paste on the frame on the left.
Resize element 114 to 70%, paste on the balloons.
Resize element 35 to 15%, paste to the right of the tube.
Resize element 34 to 30%, paste by the bottle.
Resize element 8 to 40%, paste below the bottle to the left.
Resize element 31 to 25%, paste between the glass and the bottle at
the bottom.
Resize element 29 to 25%, paste below the first gift to the left.
Resize element 26 to 40%, paste on the right below the tube layer.
Resize element 50 and 51 to 35%, paste at the bottom.
Resize element 57 to 45%, paste at the lower left, below the horn.
Resize element 62 to 25%, paste at the lower right being on the top layer.
Resize element 110 to 40%, paste below the balloons at the upper left,
duplicate, move to the upper right to the mask layer.
Resize element 14 to 85%, paste above the frame layer to the left.
Resize element 122 to 85%, paste below the black bag layer.
Resize element 154 to 25%, paste at the bottom by the horn being on
the top layer now.
Resize element 92 to 80%, paste below the flower circle behind the frame.
Resize element 80 to 30%, free rotate to the left, paste at the lower left
below the candle, duplicate, mirror, adjust above the black bag.
Resize element 94 to 40%, paste on the mask layer where you like, duplicate
and move where you like, sharpen both.
Paste paper 19, apply your mask, delete, merge group.
Paste element 95, resize to 75%, click inside with your magic wand,
expand by 5, paste paper 6, invert, delete, keep selected, paste
element 91, delete, select none.
Add noise at 100% on the dotted elements, duplicate, merge down,
sharpen.
Resize your tube to 30%, paste on the frame.
Resize element 58 to 27%, apply Mura Meister Copies-Encircle, first
number on 16, move below the paper layer of the frame, resize
larger to 103%.
Resize element 87 to 70%, paste on the frame on the left.
Resize element 114 to 70%, paste on the balloons.
Resize element 35 to 15%, paste to the right of the tube.
Resize element 34 to 30%, paste by the bottle.
Resize element 8 to 40%, paste below the bottle to the left.
Resize element 31 to 25%, paste between the glass and the bottle at
the bottom.
Resize element 29 to 25%, paste below the first gift to the left.
Resize element 26 to 40%, paste on the right below the tube layer.
Resize element 50 and 51 to 35%, paste at the bottom.
Resize element 57 to 45%, paste at the lower left, below the horn.
Resize element 62 to 25%, paste at the lower right being on the top layer.
Resize element 110 to 40%, paste below the balloons at the upper left,
duplicate, move to the upper right to the mask layer.
Resize element 14 to 85%, paste above the frame layer to the left.
Resize element 122 to 85%, paste below the black bag layer.
Resize element 154 to 25%, paste at the bottom by the horn being on
the top layer now.
Resize element 92 to 80%, paste below the flower circle behind the frame.
Resize element 80 to 30%, free rotate to the left, paste at the lower left
below the candle, duplicate, mirror, adjust above the black bag.
Resize element 94 to 40%, paste on the mask layer where you like, duplicate
and move where you like, sharpen both.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
