This tut was written Jan 15th, 2020, for those with a basic knowledge of psp.
I am using the awesome tube by artist LysIsange
Tube is called "Ruby 1"

She comes in different colors to choose from.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 5, apply your mask, delete, merge group.
Paste element 28, duplicate, change the blend mode to Burn, merge down.
Take your Soften brush and soften the edges where there is white showing.
Click inside with your magic wand, expand by 5, resize paper 5, to 60%,
paste below the frame, invert, delete, select none.
Resize your tube to 40%, paste on the left above the frame.
Resize element 83 to 40%, paste on the frame at the lower right, duplicate, mirror,
move above the leg of the tube,
duplicate once more, apply Mura Meister Copies-Encircle, first
number on 14, move below the paper layer of the frame toward the top, duplicate,
move down to the bottom.
Resize element 30 to 50%, paste below the flower at the lower left.
Resize element 19 to 30%, paste at the lower left below the box.
Resize element 49 and 50 to 40%, paste at the lower right below the flowers.
Paste element 4, mirror, move behind the tube, duplicate, mirror, move to
the lower right below the wordart labels, erase the part
showing at the bottom.
Resize element 33 to 20%, paste at the bottom above the box.
Resize element 12 to 60%, paste behind the tube on the left, duplicate,
mirror, move behind the roses behind the wordart label.
Resize element 15 to 20%, paste at the lower left being on the top layer.
Resize element 40 to 25%, paste at the bottom above the flower,
duplicate, resize smaller to 85%, move up more and below the flower on the
wordart label.
Resize element 41 to 75%, paste inside the frame how you like,
change the blend mode to Hard Light, erase any outside the frame.
Resize element 44 to 30%, paste at the bottom above the frame.
Resize element 84 to 30%, mirror, paste at the bottom.
Resize element 71 and 72 to 50%, paste on the right above the frame.
Resize element 98 to 25%, paste at the lower right below the glass layer,
duplicate, resize smaller to 82%, move over a little.
Add any other elements you would like, make it your own.
Paste element 28, duplicate, change the blend mode to Burn, merge down.
Take your Soften brush and soften the edges where there is white showing.
Click inside with your magic wand, expand by 5, resize paper 5, to 60%,
paste below the frame, invert, delete, select none.
Resize your tube to 40%, paste on the left above the frame.
Resize element 83 to 40%, paste on the frame at the lower right, duplicate, mirror,
move above the leg of the tube,
duplicate once more, apply Mura Meister Copies-Encircle, first
number on 14, move below the paper layer of the frame toward the top, duplicate,
move down to the bottom.
Resize element 5 to 40%, apply Mura Meister Copies-Encircle, first number
on 14, move below the flower circle layer, duplicate, move down, erase any
overlapping you don't want.
Resize element 19 to 30%, paste at the lower left below the box.
Resize element 49 and 50 to 40%, paste at the lower right below the flowers.
Paste element 4, mirror, move behind the tube, duplicate, mirror, move to
the lower right below the wordart labels, erase the part
showing at the bottom.
Resize element 33 to 20%, paste at the bottom above the box.
Resize element 12 to 60%, paste behind the tube on the left, duplicate,
mirror, move behind the roses behind the wordart label.
Resize element 15 to 20%, paste at the lower left being on the top layer.
Resize element 40 to 25%, paste at the bottom above the flower,
duplicate, resize smaller to 85%, move up more and below the flower on the
wordart label.
Resize element 41 to 75%, paste inside the frame how you like,
change the blend mode to Hard Light, erase any outside the frame.
Resize element 44 to 30%, paste at the bottom above the frame.
Resize element 84 to 30%, mirror, paste at the bottom.
Resize element 71 and 72 to 50%, paste on the right above the frame.
Resize element 98 to 25%, paste at the lower right below the glass layer,
duplicate, resize smaller to 82%, move over a little.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
