This tut was written Jan 8th, 2020, for those with a basic knowledge of psp.
I am using the awesome tube by artist LysIsange

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 4, apply your mask, delete, merge group.
Resize element 7 to 85%, paste, click inside with your magic wand,
expand by 5, paste paper 4, invert, delete, then paste paper 6, delete,
select none.
Go to Adjust, Blur, Gaussian blur, number on 15, you will have to erase
around the edge of the tag.
Resize your tube to 40%, paste above the frame.
Resize element 99 to 50%, paste above the tube at the bottom to one side,
duplicate, mirror, erase the legs of the tube showing below.
Resize element 8 to 50%, paste below the flowers on the left.
Resize element 77 to 80%, paste inside the frame, change the blend
mode to Luminance(L).
Resize element 16 to 40%, paste on the right below the flowers.
Resize element 18 to 40%, paste above the other vase.
Resize element 17 to 25%, paste at the lower right above the flowers,
duplicate, mirror, move to the left.
Resize element 78 to 25%, paste on the frame at the upper left, duplicate,
move to the right above the tall vase.
Resize element 25 to 30%, paste on the right below the tube, duplicate, mirror,
move above the tube and down on the left, duplicate this one, free
rotate to the left at 90 degrees, move to the left to the bottom of the
flowers, duplicate, move more to the center, duplicate, mirror, move over
a little, duplicate again and move to the right.
Paste element 49 on the mask, free rotate to the right by 90 degrees,
move to the left more, duplicate, mirror, flip, move to the right more.
Resize element 64 to 85%, paste at the bottom above the flowers.
Resize element 1 to 15%, paste below the candy hearts on the right.
Resize element 64 to 75%, free rotate to the left at 25 degrees, paste at the
bottom.
Give it a fat black gradient glow.
Resize element 10 to 15%, paste at the lower left, duplicate, mirror.
Paste element 24 at the bottom below the candy hearts.
Resize element 67 to 30%, paste on the tall vase on the right.
Resize element 57 to 15%, paste at the bottom below the wordart.
Resize element 79 to 85%, paste above the wire mesh on the upper right,
duplicate, mirror, duplicate, move down so a couple of the beads shows,
duplicate, mirror.
Resize element 7 to 85%, paste, click inside with your magic wand,
expand by 5, paste paper 4, invert, delete, then paste paper 6, delete,
select none.
Go to Adjust, Blur, Gaussian blur, number on 15, you will have to erase
around the edge of the tag.
Resize your tube to 40%, paste above the frame.
Resize element 99 to 50%, paste above the tube at the bottom to one side,
duplicate, mirror, erase the legs of the tube showing below.

move to the right above the tall vase.
Resize element 25 to 30%, paste on the right below the tube, duplicate, mirror,
move above the tube and down on the left, duplicate this one, free
rotate to the left at 90 degrees, move to the left to the bottom of the
flowers, duplicate, move more to the center, duplicate, mirror, move over
a little, duplicate again and move to the right.
Paste element 49 on the mask, free rotate to the right by 90 degrees,
move to the left more, duplicate, mirror, flip, move to the right more.
Resize element 64 to 85%, paste at the bottom above the flowers.
Resize element 1 to 15%, paste below the candy hearts on the right.
Resize element 64 to 75%, free rotate to the left at 25 degrees, paste at the
bottom.

Resize element 79 to 85%, paste above the wire mesh on the upper right,
duplicate, mirror, duplicate, move down so a couple of the beads shows,
duplicate, mirror.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
