This tut was written August 22nd, 2017 for those with a basic knowledge of psp.
I am using the awesome artwork of Trinita.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Add a new raster layer, select all, paste paper 1 into selection, select none,
paste your mask, delete, merge group.
Paste element 142, click inside with your magic wand, expand by 5,
paste paper 1, invert, delete, select none, move the frame and paper
to the left more.
Paste element 131 in the frame, change the blend mode to
Hard Light.
Resize your tube to 35%, paste on the right.
Paste element 20 on the mask layer on the left and up.
Resize element 26 to 40%, paste at the upper left below the tree layer.
Paste element 55 behind the tube and to the right, duplicate, mirror, move
below the paper layer of the frame.
Paste element 12 on the mask layer below the moon on the left, duplicate,
move to the center more and up, duplicate once more, mirror adjust
on the right.
Paste element 123 under the grass layers, duplicate, mirror.
Paste element 122 on the left under the tube layer, duplicate, mirror.
Paste element 10 on the right below the paper layer of the frame so a bit of
the light shows, duplicate, mirror, move below the tall grass on the left.
Resize element 99 to 85%, paste at the bottom above the tube layer to the left.
Resize element 87 to 35%, paste on the lower right above the tube.
Paste element 17 on the tube layer.
Resize element 41 to 65%, mirror, paste behind the crow.
Resize element 37 to 25%, paste below the candle.
Resize element 39 to 25%, place by the candle on the right.
Resize element 124 to 40%, paste below the bottle at the bottom.
Resize element 6 to 20%, paste on the book at the bottom.
Resize element 7 to 20%, paste under the little tube you just pasted.
Resize element 5 to 30%, paste above the crow layer at the edge of the little bottle,
duplicate, mirror, paste on the flame of the candle on the right.
Resize element 62 to 65%, paste on the left below the crow.
Resize element 31 to 35%, paste on the book below the crow on the left.
Resize element 49 to 30%, paste at the bottom in front of the crow.
Paste element 139 on the mask layer on the left, move down some, duplicate, mirror.
Paste element 8 below the crow on the left.
Paste element 105 on the mask layer on the left, duplicate, mirror, move both up
just a little bit so the tips show at the top, duplicate the right one, mirror, move down
on the left, duplicate, mirror, adjust.
Add any other elements that you would like, make it your own.
(Optional)
Merge your tag without any background, duplicate, go to
Adjust, Blur, Gaussian blur on 4,
change the blend mode to Screen, apply the xero filter, Radiance, merge down.,
sharpen once.
Once happy with your tag, close off any background, crop your tag to makeAdd a new raster layer, select all, paste paper 1 into selection, select none,
paste your mask, delete, merge group.
Paste element 142, click inside with your magic wand, expand by 5,
paste paper 1, invert, delete, select none, move the frame and paper
to the left more.
Paste element 131 in the frame, change the blend mode to
Hard Light.
Resize your tube to 35%, paste on the right.
Paste element 20 on the mask layer on the left and up.
Resize element 26 to 40%, paste at the upper left below the tree layer.
Paste element 55 behind the tube and to the right, duplicate, mirror, move
below the paper layer of the frame.
Paste element 12 on the mask layer below the moon on the left, duplicate,
move to the center more and up, duplicate once more, mirror adjust
on the right.
Paste element 123 under the grass layers, duplicate, mirror.
Paste element 122 on the left under the tube layer, duplicate, mirror.
Paste element 10 on the right below the paper layer of the frame so a bit of
the light shows, duplicate, mirror, move below the tall grass on the left.
Resize element 99 to 85%, paste at the bottom above the tube layer to the left.
Resize element 87 to 35%, paste on the lower right above the tube.
Paste element 17 on the tube layer.
Resize element 41 to 65%, mirror, paste behind the crow.
Resize element 37 to 25%, paste below the candle.
Resize element 39 to 25%, place by the candle on the right.
Resize element 124 to 40%, paste below the bottle at the bottom.
Resize element 6 to 20%, paste on the book at the bottom.
Resize element 7 to 20%, paste under the little tube you just pasted.
Resize element 5 to 30%, paste above the crow layer at the edge of the little bottle,
duplicate, mirror, paste on the flame of the candle on the right.
Resize element 62 to 65%, paste on the left below the crow.
Resize element 31 to 35%, paste on the book below the crow on the left.
Resize element 49 to 30%, paste at the bottom in front of the crow.
Paste element 139 on the mask layer on the left, move down some, duplicate, mirror.
Paste element 8 below the crow on the left.
Paste element 105 on the mask layer on the left, duplicate, mirror, move both up
just a little bit so the tips show at the top, duplicate the right one, mirror, move down
on the left, duplicate, mirror, adjust.
Add any other elements that you would like, make it your own.

sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
