This tut was written Oct 2nd, 2019, 2019 for those with a basic knowledge of psp.
Everything used in this tutorial is from the kit, no outside tube was used.

Font of choice, I used Spooky Wooky
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Add a new raster layer, select all, paste paper 15 into selection, select none,
apply your mask, delete, merge group.
Resize paper 10 to 90%, apply your mask, delete, merge group.
Take your Pick tool, hold the shift key and drag down each top square until
flat as you like, move to the bottom.
Resize element 108 to 70%, paste to the left and up some.
Click inside with your magic wand, expand by 5, resize paper 18 to 70%,
paste, invert, delete, select none.
Resize element 45 to 60%, paste on the frame.
Resize element 43 to 50%, paste on the right above the house layer.
Resize element 36 to 30%, paste at the bottom above the tree.
Resize element 40 to 25%, paste at the lower right below the other pumpkins,
duplicate, mirror.
Resize element 41 to 25%, paste at the lower left.
Resize element 14 to 60%, paste on the left above the caldron.
Resize element 12 to 15%, paste at the upper left, duplicate, move up more.
Resize element 65 to 15%, paste at the lower right above the pumpkins.
Resize element 66 to 15%, paste by the candy at the lower right.
Resize element 50 to 15%, paste at the bottom by the caldron.
Resize element 30 to 15%, paste by the book.
Resize element 18 to 35%, paste on top of the tree.
Resize element 32 to 25%, paste at the top above the frame.
Resize element 52 to 55%, paste inside the frame.
Resize element 5 to 25%, paste behind the pumpkins to the left a little.
Resize element 46 to 25%, paste on the right behind the tree.
Resize element 59 to 20%, paste on the house under the top window.
Resize element 31 to 15%, mirror, paste on the witches broom.
Resize element 62 to 15%, paste by the spider on the broom.
Resize element 63 to 25%, paste in front of the tree.
Paste element 71 on the mask layer.
Resize element 10 to 20%, paste at the bottom above the pumpkins.
Resize element 38 to 15%, paste at the bottom being on the top layer to the
left of the book.
Resize element 20 to 25%, paste on the steps of the house.
Resize element 97 to 20%, paste between the pumpkins on the right, duplicate,
move behind the other pumpkin above the tree layer, duplicate again,
mirror, move behind the pumpkin on the left.
Go back and duplicate the tree, mirror, move behind the house on the left
and down some.
apply your mask, delete, merge group.
Resize paper 10 to 90%, apply your mask, delete, merge group.

Resize element 30 to 15%, paste by the book.
Resize element 18 to 35%, paste on top of the tree.
Resize element 32 to 25%, paste at the top above the frame.
Resize element 52 to 55%, paste inside the frame.
Resize element 5 to 25%, paste behind the pumpkins to the left a little.
Resize element 46 to 25%, paste on the right behind the tree.
Resize element 59 to 20%, paste on the house under the top window.
Resize element 31 to 15%, mirror, paste on the witches broom.
Resize element 62 to 15%, paste by the spider on the broom.
Resize element 63 to 25%, paste in front of the tree.
Paste element 71 on the mask layer.
Resize element 10 to 20%, paste at the bottom above the pumpkins.
Resize element 38 to 15%, paste at the bottom being on the top layer to the
left of the book.
Resize element 20 to 25%, paste on the steps of the house.
Resize element 97 to 20%, paste between the pumpkins on the right, duplicate,
move behind the other pumpkin above the tree layer, duplicate again,
mirror, move behind the pumpkin on the left.
Go back and duplicate the tree, mirror, move behind the house on the left
and down some.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
