This tut was written Oct 13th, 2019, for those with a basic knowledge of psp.
Everything used in this tutorial is from the kit.
I used PSPX...but any of them should work.

Font of choice, I used Home Girl Harvest
Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 5, apply your mask, delete, merge group.
Paste paper 12, apply the same mask, delete, merge group, resize smaller
to 97%.
Resize element 9 to 40%, paste to the left.
Resize element 25 to 10%, paste on the front top of the barn.
Resize element 24 to 15%, free rotate to the left at 10 degrees, paste on the side
roof of the barn.
Resize element 29 to 20%, paste on top of the barn.
Resize element 23 to 30%, paste at the lower left above the barn layer.
Resize element 34 to 35%, paste on the barn to the right of the doors.
Resize element 11 to 30%, paste below the pumpkin with the rake.
Resize element 72 to 45%, paste on the mask layer behind the barn to the left,
duplicate, mirror, once the fence is pasted, move the tree on the
right above the fence layer.
Resize element 14 and 15 to 35%, paste to the right of the barn, the girl
first then the boy above the girl layer.
Resize element 27 to 15%, paste by the girl's hand.
Resize element 82 to 20%, paste at the bottom by the rake, duplicate a few times
and move around on the bottom where you like.
Resize element 13 to 30%, paste behind the barn on the right, duplicate,
move to the left.
Resize element 33 to 30%, paste on the left above the fence layer.
Resize element 80 to 20%, paste behind the boy, duplicate, move over a little,
duplicate once more and move to the right of the girl.
Resize element 35 to 25%, paste on the right below the pumpkin and above the fence.
Resize element 64 to 20%, paste at the bottom between the boy and girl.
Resize element 67 to 15%, paste at the lower left above the pumpkins.
Resize element 88 to 20%, paste at the lower left on the pumpkins, duplicate,
mirror, adjust on the pumpkin by the cat.
Resize element 114 to 50%, paste on the mask layer at the upper right.
Resize element 2 to 15%, paste at the bottom to the left of the boy.
Resize element 69 to 15%, paste at the lower right below the leaves by the
pumpkin.
Resize element 93 to 15%, paste on the right on the wagon wheel behind
the girl, duplicate, free rotate to the left at 20 degrees,
move behind the girl more to the left so at least part of the flower shows.
Duplicate again, mirror, move to the left below the sign, duplicate, move
up behind the barn.
Resize element 84 to 155, paste on the barn toward the front on the roof,
duplicate, move to the top with the small leave on the bear's hand.
Resize element 116 to 75%, paste on the mask layer and up some.
Paste paper 5, apply your mask, delete, merge group.
Paste paper 12, apply the same mask, delete, merge group, resize smaller
to 97%.
Resize element 9 to 40%, paste to the left.
Resize element 25 to 10%, paste on the front top of the barn.
Resize element 24 to 15%, free rotate to the left at 10 degrees, paste on the side
roof of the barn.
Resize element 29 to 20%, paste on top of the barn.
Resize element 23 to 30%, paste at the lower left above the barn layer.
Resize element 34 to 35%, paste on the barn to the right of the doors.
Resize element 11 to 30%, paste below the pumpkin with the rake.
Resize element 72 to 45%, paste on the mask layer behind the barn to the left,
duplicate, mirror, once the fence is pasted, move the tree on the
right above the fence layer.
Resize element 14 and 15 to 35%, paste to the right of the barn, the girl
first then the boy above the girl layer.
Resize element 27 to 15%, paste by the girl's hand.
Resize element 82 to 20%, paste at the bottom by the rake, duplicate a few times
and move around on the bottom where you like.
Resize element 13 to 30%, paste behind the barn on the right, duplicate,
move to the left.
Resize element 33 to 30%, paste on the left above the fence layer.
Resize element 80 to 20%, paste behind the boy, duplicate, move over a little,
duplicate once more and move to the right of the girl.
Resize element 35 to 25%, paste on the right below the pumpkin and above the fence.
Resize element 64 to 20%, paste at the bottom between the boy and girl.
Resize element 67 to 15%, paste at the lower left above the pumpkins.
Resize element 88 to 20%, paste at the lower left on the pumpkins, duplicate,
mirror, adjust on the pumpkin by the cat.
Resize element 114 to 50%, paste on the mask layer at the upper right.
Resize element 2 to 15%, paste at the bottom to the left of the boy.
Resize element 69 to 15%, paste at the lower right below the leaves by the
pumpkin.
Resize element 93 to 15%, paste on the right on the wagon wheel behind
the girl, duplicate, free rotate to the left at 20 degrees,
move behind the girl more to the left so at least part of the flower shows.
Duplicate again, mirror, move to the left below the sign, duplicate, move
up behind the barn.
Resize element 84 to 155, paste on the barn toward the front on the roof,
duplicate, move to the top with the small leave on the bear's hand.
Resize element 116 to 75%, paste on the mask layer and up some.
Add any other elements you would like, make it your own.
Always remember to adjust the elements before merging to get them like you like.
Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
