Supplies Needed
I used PSPX...but any of them should work.

Font of Choice, I used Ice Cream Sandwich
Drop Shadow usually V2 H2 50 black
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 8, apply your mask, delete, merge group.
Paste element 99, resize to 90%, click inside with your magic wand,
expand by 5, paste paper 2, invert, delete, select none, move below the frame.
Paste your smaller tube below the frame, duplicate, move above,
erase the parts outside the frame at the bottom.
Resize element 140 to 60%, paste at the lower left on the frame layer.
Resize element 44 and 65 to 25%, paste the heart on the frame on the right,
paste the chocolate splatter underneath the heart.
Resize element 76 to 50%, paste at the bottom by the heart and splatter.
Resize element 136 to 50%, mirror, paste at the bottom being on the top layer
and about center.
Resize element 1 to 25%, paste on the left under the little fairy,
duplicate it twice, move both to the center and one down a bit more.
Resize element 62 to 25%, paste under the little chef on the left.
Resize element 50 to 15%, paste at the bottom in front of the little chef.
Resize element 75 to 25%, paste on the right below the chocolate splatter.
Resize element 141 to 40%, mirror, place on the heart on the right.
Resize element 81 to 30%, paste on the left on the frame layer.
Resize element 132 to 35%, paste at the upper left on the frame.
Paste element 36 on the left ice cream of the tube being on the top layer.
Add any other elements you would like to add.
Paste paper 8, apply your mask, delete, merge group.
Paste element 99, resize to 90%, click inside with your magic wand,
expand by 5, paste paper 2, invert, delete, select none, move below the frame.
Paste your smaller tube below the frame, duplicate, move above,

Resize element 141 to 40%, mirror, place on the heart on the right.
Resize element 81 to 30%, paste on the left on the frame layer.
Resize element 132 to 35%, paste at the upper left on the frame.
Paste element 36 on the left ice cream of the tube being on the top layer.
Add any other elements you would like to add.
Once happy with your tag, close off any background you might have used.
Crop your tag to be sure no stray shadows are on the edges, merge visible.
Resize first, sharpen, add your copyright and name.
