This tut was written Oct 17th, 2017 for those with a basic knowledge of psp.

Drop shadow is usually V-2 H-2 Black, 50, 5, use what you prefer.
Let's get started
*Remember to add your drop shadow as you go along*
Open a new image 800 x 800
Paste paper 7 first, apply your mask, delete, merge group.
Then paste paper 3, invert, delete. Resize the lower mask larger
to 105%.
Paste frame 4, free rotate to the left at 90 degrees, click inside with the
magic wand, expand by 5, paste paper 7, invert, delete, keep selected,
resize your tube to 40%, paste a little off center, delete, select none.
Change the blend mode to Luminance(L).
Resize your tube to 13%, paste on the left.
Paste element 35, flip, move to the bottom behind the tube.
Resize element 36 to 60%, paste below the flower at the lower right,
duplicate, move to the upper left behind the tube.
Paste element 53, free rotate to the left at 90 degrees, resize to 65%,
move below the flowers at the bottom, duplicate, flip, mirror, move behind
the flower at the top.
Resize element 76 to 55%, mirror, paste on the left being on the frame layer,
duplicate mirror.
Resize element 80 to 35%, paste at the bottom by the tube.
Resize element 77 to 35%, mirror, paste at the lower right on the flowers.
Resize element 82 to 30%, apply Mura Meister Copies-Encircle, first
number on 12, move below the paper layer of the frame.
Paste element 74 on this layer, duplicate, mirror.
Resize element 16 to 50%, paste on the frame layer, then apply
EyeCandy 4000- Bevel Boss with these settings
Basic-16, 50, 75, 0
Inside marque checked and shade interior checked.
Lighting 135, 45, 100, 25
Button
duplicate, mirror.
Resize element 1 to 40%, paste at the bottom where you like, I placed
mine on the right.
Take element 50, click on the flower part with your magic wand until
all the blue flower is selected, then change the color to match the one in her
hand, resize to 20%, free rotate to the right at 45 degrees and move to the bottom
by her dress and glass.
Resize element 23 to 35%, paste on the left at the bottom.
Resize element 81 to 30%, paste on the left on the silver deco.
Add any other elements that you would like, make it your own.
Paste paper 7 first, apply your mask, delete, merge group.

Resize element 80 to 35%, paste at the bottom by the tube.
Resize element 77 to 35%, mirror, paste at the lower right on the flowers.

Once happy with your tag, close off any background, crop your tag to make
sure there are no stray edges, merge visible, resize first.
Add your copyrights and name.
